The first window of NATP-2 research investment is Competitive Research Grant (CRG) program that promotes demand driven basic, strategic, applied and adaptive research with better research-extension-farmer linkages. Better linkages make new technology more relevant and speed up dissemination. CRG critically targets to mobilize research capacity, stimulate creativity and promote efficiencies in the research system. CRGs are open to all research providers-National Agricultural Research Institutes (NARIs) and non-NARI research providers (Public Universities, NGOs and Private Organizations). In the CRG system, research providers are selected on competitive basis using calls for research proposals and subjected them to rigorous review by the peer reviewers before being selected for funding. CRG programs are fully funded through the USAID Trust Fund (TF) which will closes in September 30, 2018. Only those eligible CRGs are considered that effectively complete by that time.
According to operational guideline of AIF-1, PIU-BARC had advertised invitation of Concept Note (CN) for CRG sub-projects on 03 October 2016. After deadline, PIU-BARC received 537 CRG research proposals .Nine Technical committees of different Technical Divisions of BARC had reviewed the 537 CN of CRG sub-projects and selected 206 CN for submission of full research proposals. Principal Investigator (PI) of successful CN had submitted their full research proposal within scheduled time. Technical Divisions of BARC had prepared independent reviewers panel. According to Project Implementation Manual (PIM), each Full Research Proposal (FRP) was reviewed by two independent reviewers. After rigorous review, Executive Council (EC) of BARC had approved 190 CRG sub-projects with BDT 47.57 crore including GoB BDT 2.41 crore against the targeted 100 CRG sub-projects.
Approximately BDT 12.41 crore of USAID remain unallocated due to short of time. It may be mentioned here that given the delays in start-up to the project, and taking in to consideration that the USAID Grant Fund will closes on September 2018, 1st Implementation Support Mission(ISM) of NATP-2, that took place from December 10-14, 2017 at BARC recommends that the Government request the extension of the USAID Fund utilization for one year to complete the implementation of CRG Sub-projects. Accordingly Economic Relations Division (ERD) has requested The World Bank on April 10, 2018 for an extension of USAID Grant Fund utilization time up to December 2019 to complete the CRG Sub-projects successfully. Allocation of the remaining fund depends on the extension of USAID Fund utilization time.
Awarded and LoA signed 190 CRG sub-projects are being implemented by the twenty seven (27) different NARIs and non-NARIs institutions against the targeted one hundred(100) CRG sub-projects. Institute wise list of awarded and LoA signed CRG sub-projects are mentioned in table-2.
ড. নাজমুন নাহার করিম ১৯ আগস্ট ২০২৪ তারিখে বাংলাদেশ কৃষি গবেষণা কাউন্সিল (বিএআরসি) এর নির্বাহী চেয়ারম্যান (রুটিন দায়িত্ব) হিসেবে যোগদান করেন। উক্ত পদে দায়িত্ব গ্রহণের পূর্বে তিনি বিএআরসি’র সদস্য পরিচালক (প্রাণিসম্পদ, গ্রেড-২) পদে কর্মরত ছিলেন।
ড. নাজমুন নাহার করিম ১৪ মার্চ ২০১৩ সালে বিএআরসি’র কৃষি প্রকৌশল ইউনিটে প্রধান বৈজ্ঞানিক কর্মকর্তা হিসেবে যোগদান করেন এবং ২০১৯ সালের ২৩ জুন পরিচালক, কৃষি তথ্য কেন্দ্র, হিসেবে পদোন্নতি লাভ করেন। পরবর্তীতে তিনি কৃষি প্রকৌশল ইউনিটের মুখ্য বৈজ্ঞানিক কর্মকর্তা হিসেবে দায়িত্ব পালন করেন। এরপর ২৯ অক্টোবর ২০২৩ তারিখে তিনি সদস্য পরিচালক (প্রাণিসম্পদ, গ্রেড-২) হিসেবে পদোন্নতি প্রাপ্ত হন। তিনি ১ জুন ১৯৯৪ সালে বাংলাদেশ পরমাণু কৃষি গবেষণা ইনস্টিটিউট (বিনা) এ বৈজ্ঞানিক কর্মকর্তা হিসেবে কর্মজীবন শুরু করেন।
ড. নাজমুন নাহার করিম তাঁর বর্ণাঢ্য কর্মজীবনে প্রধান/সহযোগী গবেষক হিসেবে গবেষণা প্রযুক্তি উদ্ভাবন, গবেষণা কার্যক্রম তত্ত্বাবধান ও সম্পাদন, গবেষণা প্রকল্প পরিবীক্ষণ, সমন্বয়ক হিসেবে বিভিন্ন প্রকল্প পরিচালনা ইত্যাদি ক্ষেত্রে গুরুত্বপূর্ণ অবদান রেখেছেন। তিনি কৃষি যান্ত্রিকীকরণ রোডম্যাপ ২০২১, ২০৩১ ও ২০৪১ প্রণয়ন কমিটির একজন সদস্য হিসেবে গুরুত্বপূর্ণ ভূমিকা পালন করেছেন। এছাড়াও তিনি বাংলাদেশ কৃষি বিশ্ববিদ্যালয়ের খন্ডকালীন শিক্ষক এবং বাংলাদেশ প্রকৌশল বিশ্ববিদ্যালয়ের পানি সম্পদ কৌশল বিভাগের পিএইচডি থিসিস ডক্টরাল কমিটির সদস্য হিসেবে দায়িত্ব পালন করেছেন।
ড. নাজমুন নাহার করিম চাকরি জীবনে পেশাগত প্রশিক্ষণে অংশগ্রহণের জন্য ভারত, থাইল্যান্ড, চীন, মালয়েশিয়া, সিঙ্গাপুর ও তুরস্কে ভ্রমন করেছেন। দেশি-বিদেশি বিভিন্ন সায়েন্টিফিক জার্নাল, পুস্তক, কর্মশালা ও সিম্পোজিয়ামের প্রসিডিংসে তাঁর প্রকাশনা রয়েছে।
ড. নাজমুন নাহার করিম ১৯৬৬ সালে রাজধানী ঢাকায় এক সম্ভ্রান্ত মুসলিম পরিবারে জন্মগ্রহণ করেন। তাঁর পিতা মরহুম ফজলে করিম ও মাতা সুরাইয়া বেগম।
তিনি বাংলাদেশ কৃষি বিশ্ববিদ্যালয়, ময়মনসিংহ হতে ১৯৮৭ সালে কৃষি প্রকৌশল বিষয়ে ১ম শ্রেণীতে (২য় স্থান) বিএসসি (সম্মান) ডিগ্রি এবং ১৯৯৯ সালে সেচ ও পানি ব্যবস্থাপনা বিষয়ে ১ম শ্রেণীতে এমএস ডিগ্রি অর্জন করেন। এছাড়াও ২০০৩ সালে তিনি জাপানের শিমানে বিশ্ববিদ্যালয় হতে রিজিওনাল ডেভেলপমেন্ট বিষয়ে এমএস ডিগ্রি অর্জন করেন। তিনি ২০১০ সালে বাংলাদেশ কৃষি বিশ্ববিদ্যালয়, ময়মনসিংহ হতে সেচ ও পানি ব্যবস্থাপনা বিষয়ে পিএইচডি ডিগ্রি অর্জন করেন।
তিনি ইনস্টিটিউশন অব ইঞ্জিনিয়ার্স, বাংলাদেশ এর আজীবন ফেলো; বাংলাদেশ কৃষিবিদ ইনস্টিটিউশন, প্রোগ্রেসিভ এগ্রিকালচারিস্টস্ এবং সোসাইটি ফর সেফ ফুড এর আজীবন সদস্য। এছাড়া তিনি বাংলাদেশ এগ্রিকালচারাল ইঞ্জিনিয়ার্স সোসাইটি’র সদস্য এবং জাপান রেইনওয়াটার ক্যাচমেন্ট সিস্টেম এসোসিয়েশন এর প্রাক্তন সদস্য।
ব্যক্তিগত জীবনে তিনি বিবাহিত এবং দুই সন্তানের জননী।

Dr. Nazmun Nahar Karim joined at the Bangladesh Agricultural Research Council (BARC) as the Executive Chairman (Routine Charge) on 19th August 2024. Before that, she was serving as the Member Director (Livestock, Grade-2) of BARC.
She joined Agricultural Engineering Unit of BARC as Principal Scientific Officer on 14th March 2013 and promoted as Director, Agricultural Information Center (AIC) on 23th June 2019. Later she served as the Chief Scientific Officer of Agricultural Engineering Unit. She was then promoted as Member Director (Livestock, Grade-2) on 29th October 2023. She started her career as a scientific officer at the Bangladesh Institute of Nuclear Agriculture (BINA) on 1st June 1994.
Over the course of her distinguished career, she has made significant contributions as principal/associate researcher in research technology development, supervision and execution of research activities, monitoring of research projects, managing various projects as coordinator etc. She played an important role as a member of the Agricultural Mechanization Roadmap 2021, 2031 and 2041 Formulation Committee. She has also served as a part-time teacher at Bangladesh Agricultural University and a member of the PhD Thesis Doctoral Committee of Water Resources Strategy Department at Bangladesh University of Engineering and Technology (BUET).
Throughout her career, she has participated in professional training programs in India, Thailand, China, Malaysia and Turkey. Her scholarly contributions include publications in several national and international scientific journals, as well as in books, workshops, and symposium proceedings.
Dr. Nazmun Nahar Karim was born in 1966 in a noble Muslim family in the capital Dhaka. Her father late Fazle Karim and mother Suraiya Begum.
She graduated from Bangladesh Agricultural University, Mymensingh with 1st class (2nd rank) BSc (Honors) degree in Agricultural Engineering in 1987 and MS degree in Irrigation and Water Management with 1st class in 1999. Moreover, in 2003, she obtained an MS degree in Regional Development from Shimane University, Japan. She obtained her PhD degree in Irrigation and Water Management from Bangladesh Agricultural University, Mymensingh in 2010.
She is a Life Fellow of the Institution of Engineers, Bangladesh; Life member of Bangladesh Krishibid Institution, Progressive Agriculturalists and Society for Safe Food. Besides, she is a member of Bangladesh Agricultural Engineers Society and former member of Japan Rainwater Catchment System Association.
In personal life she is married and mother of two children.
